District Enrollment Analysis Update - May 11, 2023

May 11, 2023

Dear Montville Township Public Schools Community,

At the May 9, 2023, Montville Township Board of Education Meeting, the Board viewed a Referendum Proposal Presentation, which was followed by a Financial Presentation. As mentioned in earlier letters this year, district enrollment currently exceeds capacity at the elementary school level. Elementary enrollment for fall 2023 is projected to exceed capacity by 149 students and will continue to grow.

While much of this enrollment is attributed to increased birth rates, the recent demographic study also outlines additional growth from more people moving into town with families. Overall, growth will continue to challenge class sizes at the elementary level.

Montville Township Public Schools are highly desirable due to outstanding results including high test scores, a near-perfect high school graduation rate, 94% of students attending college, and consistently impressive ratings and rankings by various agencies.

To continue to meet the community’s priority of small class sizes and strong small-group instruction that supports student success, from elementary school through graduation and into the workforce, a referendum is under consideration.

A referendum allows the community to review the current and projected data, and vote on how to meet the needs of students today and in the future. Additionally, a referendum, that voters approve, will allow the district to access a different funding source from the State. This is funding that all taxpayers pay into, but the funding only returns to a district through an approved referendum.

The presentation the Board viewed on May 9 outlines the district’s current and future challenges regarding enrollment, as well as upgrading aging heating and cooling units, which will also be more energy efficient. A benefit of a voter-approved referendum would be the opportunity for the district to move forward with identified upgrades, including school entrance security vestibules, while the cost to the district of those upgrades would be reduced by the additional source of state funding.

In the coming weeks and months I will be sharing more information with you and the entire community. I welcome your questions and insights as we work together to support our students today and into the future.

Respectfully,

Thomas A. Gorman, Ed.D.

Superintendent of Schools

Dear Parents/Guardians and Community,

The Montville Township Public Schools Board of Education successfully approved a resolution on March 14 instructing the District’s architect to submit to the Department of Education the scope of work needed to address the District’s enrollment increases. This action is necessary for the Department of Education to review and approve the proposed construction projects for a referendum.

On March 7, we shared an analysis of the future district enrollment predictions for the elementary schools and a possible referendum solution. We have presented on this topic four times this year (1/17, 2/7, 3/7, 3/14/23). The PowerPoint presentations, Board of Education meetings, and Statistical Forecasting report can be found on the website at Board of Ed Presentations and on the Montville Township Board of Education Meetings YouTube Channel.

While the enrollment changes will affect all seven schools over the next five years, Robert R. Lazar Middle School and Montville Township High School will be able to adjust to the ebb and flow of students (February presentation). The elementary schools, however, will need additional classrooms added to absorb the increased enrollment and adequately educate the students. The March 7 presentation focused on this issue. The enrollment increase can be attributed to migration patterns (more people moving into town), increased birth rates, and new housing.

Next month, the financial team will determine the best ways to finance the solutions and determine the tax impact on homeowners. These figures will be presented at the April 11 Board of Education meeting beginning at 7:00 p.m. in the Montville Township High School Media Center.

We will keep you informed as decisions are made and more data are gathered. Using the links provided below, please take time to familiarize yourself with the information related to this topic.

Respectfully,

District Enrollment Analysis Update - March 10, 2023

March 10, 2023

Dear Parents/Guardians and Community,

On March 7, the Montville Township Public Schools Board of Education was presented with a proposed referendum solution to the anticipated increase in student enrollment. This Tuesday, March 14, the Board of Education will be voting on a resolution instructing the District’s architect to submit to the Department of Education the scope of work needed to address the District’s enrollment increases. This action is non-binding but necessary for the Department of Education to review and approve the proposed construction projects for a referendum.

At last week’s Board of Education meeting, we shared an analysis of the future district enrollment predictions for the elementary schools and a possible referendum solution. We have presented on this topic three times this year (1/17, 2/7, and 3/7/23). The PowerPoint presentations, Board of Education meetings, and Statistical Forecasting reports, both Updated 12/22 and Revised 2/23, can be found on the website at Board of Ed Presentations and on the Montville Township Board of Education Meetings YouTube Channel.

On March 14, the Board of Education will be meeting at 7:30 p.m. in the Montville Township High School Media Center to further discuss this issue. Using the links provided below, please take time to familiarize yourself with the information related to this topic.

Respectfully,
